Hello,

On a point to point connection on the serial interface when I do a show service-module I am getting:

Transmitter is sending remote alarm.

Receiver has loss of signal, loss of frame,

Framing is ESF, Line Code is B8ZS, Current clock source is line,

Does this look like a Telco problem or a config problem? CUrrently the serial interface has an IP address but is showing down/down even after a no shut.

This indication is telling you that you are not seeing any signal input to the router. You probably have a wiring issue from the telco demarc point (handoff) to your router T-1 interface. I would verify connectivity on your infrastructure...
