An 'xconnect' command is not used when configuring VPLS on the GSR. Please have a look at the following document about configuring VPLS on the GSR:
http://www.cisco.com/en/US/docs/ios/12_0s/feature/guide/vpls_qos.html#wp1038114
Also, you should probably have a look at the limitations/restrictions:
http://www.cisco.com/en/US/docs/ios/12_0s/feature/guide/vpls_qos.html#wp1025005
and the supported ISE linecards and SPAs:
http://www.cisco.com/en/US/docs/ios/12_0s/feature/guide/vpls_qos.html#wp1025011
The limitations/restrictions are plenty, so you probably need to test and/or contact cisco to address the requirements of your specific environment.
p.s. I can't help with the ASR 1000, but I think somebody replied to another conversation that you opened about this platform.
