In the Cisco Call Manager Express how or which are the features to restrict the call to PSTN?

Most practical and easier to use, configure a secret prefix for expensive calls, use that as destination-pattern in a DP.

Another question ... I can limit the maximum time of a external call ???
For example, local call set the maximum time of the call to four minutes. Long Distance two minutes. I can do this in Call Manager Express??

In the cisco unified call manager I can set Forced authorization codes, in Call Manager Express I can do this? or similar solution?

No, you cannot limit the time of external calls. Even if you would be able to, nothing prevents people to call again.
I've indicated above to to configure a prefix that works like a FAC.
Another feature CCME is PIN login and after-hours override. It's explained in the manual.
