I have a site with 6 PSTN lines connected to FXO ports I can dial into each port ok but when the site attempts to make more then 2 calls out (from any handset) they get a fast busy tone.
There is no CoR etc tried to keep it basic.
Each phone has an individual extension and the reception phone has 2 line buttons for all the FXO ports to terminate on.
Config as below:
