Firewall not working properly

I have used SDM to setup a firewall on my 871w router. The firewall is set to allow GRE and pptp on both in to out and out to in. But I am still unable to establish a VPN connection to the server. I know the server is working properly because there are VPN clients logged in. Everything was working fine until I add configurations for the wireless. I tried removing the wireless configs but I got no results.

is it CBAC ot ZBF ?

I'm not sure but here is my config (with out wireless). Also I've noticed it keeps trying to establish a tacacs connection with the ntp server. How can I stop it from doing that?
