the WAE is a man in the middle for transmissions and it can cache information locally and respond based on the cache entries it has.

from each side of the WAEs, how both sides agree on how much traffic to send considering the media size between the routers?

or they just wait for a re-transmit ?

They use TCP option 21 flag in the tcp syn handshake to agree on how to optimize the traffic.
