A client is using call manager 3.1 and have the phone user licenses. If we migrate to call manager 7.1 we could use the same phones on it with the same phone user license or should we buy new licenses

You can use the same phones but you'll need to reach licensing@cisco.com for a spreadsheet so they can generate necessary DLUs and node licenses
