Auto Attendent on CUCM 6.1

Im trying to setup Auto Attendent on a Unified Communications Manager 6.1 business edition system. I have a greetings administrator working with a cti route point on extension 9999. When the user dials this and types in a id of 1191 it tells me this user is not the owner of any call handler.

I have this problem too.
