We just upgraded the switch to a Sup720, dual 3000W power supplies and a WS-X6748-GE-TX module. How do I disable inline power on ALL the modules? Here is the output from sh power:
hq1rtr02#sh power
system power redundancy mode = combined
system power total = 1952.16 Watts (46.48 Amps @ 42V)
system power used = 1410.36 Watts (33.58 Amps @ 42V)
system power available = 541.80 Watts (12.90 Amps @ 42V)

Unfortunately we're running on 110V power, so we only get half, thus I am planning on removing the X6148 in slot 6 to get the power consumption back down so we can return to redundant mode. It would be preferred to turn off inline power, if that is what is causing the 315W in module 6 (and 325W in module 8).

Slot 6 is "reserving" 315W and this is why the system power total" calculations it is basing its numbers on power used in slot 6 where stanby sup720 would be installed (not currently installed), it is reserving power required for standby Sup.
If you move the WS-X6148-RJ45V card that is currently in slot 6 to another slot it will consume 100W on the new slot but slot 6 will still be reserving 315W in case a redundant sup720 is installed someday.
325W is the real power required by this new WS-X6748-GE-TX card.

Thanks - I was not aware of that.
Upgrading a 6509 is a pain!

You can power down modules with hw-module module X shutdown or as some specific modules dont have this option implemented, go in config t and use the no power enable module X to shut down.
As far as powering down just the inline power, Im not aware about how you can achieve that.

If you want to disable PoE to the ports you can use the power inline never on the interface level.

I did the individual port power inline never, but it didn't change the power allocated to the card because the card is in slot 6, which will always get 315W because it is set that way in case you put in a secondary Sup720.
I'm solving it by moving the card from slot 8 up to the slot 6 position and removing the old slot 6 card entirely.
That will reduce the power just enough to go back into redundant power mode.
