A Cisco DB will not start from the CLI

I have a new server.

DMA from 4.1 to 7.02.

Everything was fine. installed new licenses, rebooted the machine.

Changed the IP Address

Rebooted

Changed the hostname

Rebooted.

Now, I cant get the Cisco DB to start, I can log into the CLI, but that's about it.

I have this problem too.
