Can anyone tell me what a Module for PSTN Administration Remote Access is?

Yes, that is a modem that would let you dial-up into the site and do any administration.
Generally logging in via some sort of VPN /logmein is much more practical, but some customers do not allow that.

Is this a a customer requirement for a bid ?
Cisco does something like that for the CUE, nothing else that I know.
