VPN 3000 Tunnel and routing

I have a VPN Concentrator 3015 with a tunnel connecting to a VPN Concentrator 3030 across a T1. The tunnel's parameters are setup and verified to be accurate. From the 3030's network, I can receive traffic but not send. I have added the routing statement needed to send traffic from 10.49.239.0 (the 3030 network) to the VPN's local interface. Even when I can see the tunnel is up, when I try to ping to the other side I receive "TTL expired in transit". Because my internal network is 10.0.0.0, would this mean that I need to add NAT statements within my VPN concentrator to correct this issue? TIA

TTL expired message is indicating a routing Loop. Can you pls draw the topology with the subnet?
