uc520 user gui access to 7961

Hello... does the uc520 support GUI access by users to make changes to phones? I can't find any material in the configuration document. If I browse to the IP address of the phone I get the information, configuration, etc but no option to make changes.

The phones are Cisco 7961.

The user can access the CUE GUI and make limited changes to the phone.

If the user goes to http://10.1.10.1 and enter their credentials, they should be able to make some changes, such as speed dials etc.
