Dynamic ARP Inspection (DAI)

Hi everybody,

So far in the CCNA Security Self study guide written by Kevin WALLACE and Michael WATKINS, i came across the DAI and DHCP snooping features but didn't understand (didn't agree) that :

How does the swicth receaives the DHCP binding table, as it is not the DHCP server ?

I can understand that the switch dynamically builds it when the DHCP snooping feature is enabled (so the swicth can be the DHCP server instead ?)

Else, What if the attacker connect to the switch prior to the activation of that feature ?

I have this problem too.
