Mac Binding on Cisco Router 7206

i have a cisco router 7206. we want to bind some user mac address with their ip address on router.

is that possible without using DHCP.

Please help me.

i have used this commands-

arp 10.X.X.X XX.XX.XX.XX ARPA

but it's not working......

my senario is this one of my client changing their ip address ramdomly. i want to bind mac address with IP address.
