Ok, so I got a few answers from a few different sources, and with some of my own trial and error, I finally have the solution. I will now post the step by step instructions to help everyone that will have want to do this in the future.

This is for CER 2.0

Pre-Work

Completely build out your CER system as per the instructions in the admin guide. Once complete follow these instructions to setup testing mode. I Used most if not all of the naming conventions outlined in the admin guide.

Note: I used 7 digit for my cell, but of course this assumes you are calling from a phone that would be local to your cell phone, Use 10 digit otherwise. And this is NOT going to match every installation, you HAVE to use your best judgement.

Testing Setup:

1. In Call Manager, change primary CER route point "RP911" Directory number to you cell phone number.

2. In Call Manager, Change the CER default Route pattern from 0100.911 to 0100.xxxxxxx (Cell Number). I modified the default because my first test call went to the default ERL (and actually called 911) even though ERL debug showed the extension to be in the correct correct location.

3. In Call Manager, Change the CER route patern for the location you wish to test from. In my case, I changed route pattern 0101.911 to 0101.xxxxxxx

4. In CER, login to the CER admin site.

5. In CER, click "System", choose "Telephony Settings" and then change "Route Point for Primary Cisco ER Server" to your cell phone #, click "Update Settings"

6. In CER, Click ERL, choose "ERL details", and select the default ERL.

7. Change ELIN Settings for the route pattern to match what you have in call manager, Click update, and then click the update button at the bottom of the page.

8. In CER, select the ERL you wish to test and Change ELIN Settings for the route pattern to match what you have in call manager, Click update, and then click the update button at the bottom of the page.

Now at this point everything is setup to test. But I when I attempted my first test it failed and routed to the "call forward no answer" on RP912. After bashing my head into the desk numerous times, I rebooted the CER server and my test calls went through. So thats it, its not as easy as changing one route point, otherwise you would be still be calling 911 as I did. Of course after testing is complete, just undo all the configuration settings above, and you'll be ready to test 911 for real. I hope this helps everyone that was in my position, because spending 3 days just to figure out how to test something downright sux!
