We have a hub router and a couple of spoke routers with p2p FR connections. Can we bridge FR connections on the hub router in order to get broadcast network interconnecting spoke routers? Can we configure bridging on all routers (IEEE protocol) with IRB (IP on BVI interfaces) and get fully operational broadcast network with STP?

You don't need bridiging for that.
If you want your broadcast sent across locations, just configure "ip helper address" with the subnet broadcast address where you want the broadcasts to go.
Also note, if you want brodadcast to make MS networking to show computers, there are alternate way to do that, eg logging to doman, etc.

Of course helper-address would work just fine but I'm just wondering whether you can extend your switching network with STP by configuring bridging "over FR".
