I have a CUCM 6.0 and MGCP Gateway with E1 link to a PBX and a CME in a remote site shanghai, when I call from a CME IP phone to PBX phone have audio only in the IP phone, analog phone no audio. A call from a local IP to a telephone on the PBX I have audio in both directions.
These commands are for a workaround for a bug in the latest IOS. You didn't state your version so it was speculation. I wouldn't worry about these.
