Please settle an argument.
Does a Cisco 7900 Series IP Phone simply mark the traffic which passes through its switch, or does the phone perform traffic prioritization as well?

Yes, it should.

The phone marks traffic as well as prioritizes traffic using 802.1p. See page 165 of the following book.
