Hi,

is there any NMS from cisco to monitor and take sysylog messages from all cisco and non- cisco devices

Yes! CiscoWorks can do both of what you ask - monitor and syslog. For more details, the best forum is the Network Management one - the people there can assist for more indepth answers if required.
