packet drops on oc3

I have an oc3 that runs on avergage 25mbps to 35mbps, hardly close to 100% utilization. But I still see growing packet drops in the show interface command. How can I have packet drops if the line isnt' close to running capacity?

What kind of router is driving this OC3?

Have you check the CPU utilization?

You purchased a full OC3 from the provider or a sub-rated OC3 with burst capability?

It's possible for microburts to overflow queues or buffers even when overall utilization is rather low. Also, it's possible for really bursty TCP flows, with global tail drop, might be driven into slow start, i.e. low utilization can sometimes be an indication of over utilization not under utilization. (Not enough information to say, though. There are other possiblities; which is why Edison is likely asking for additional inforamation.)
