What are the possible causes of this message:
AP's Interface:0(802.11b) Operation State Down: Base Radio MAC:00:22:90:9a:12:40 Cause=Heartbeat Timeout

There are a number of things that could cause this but it means that the keepalives between the AP and controller were getting lost. Check the network connectivity on the path between the AP and controller. Also make sure latency is under 100ms. Finally, if you are running LAG make sure the port-channel load-balancing on the switch is set to src-dst-ip.

I create the same, the APs lose the communication to Wireless LAN Controller.
The WLC only has an interface connected to Core. No LAG is configured.
The WLC and LAPs are configured in the subnet and installed in the same building.
The message means that aps lost communication with the WLC ... this is 100% safe?
(I upgrade the version of the WLC to discard bugs)

If you need to troubleshoot this further:
From the controller run the commands:
debug ap enable
debug ap command "show log"
debug ap command "show controller dot11 #"
