Dialup Router not accepting Incoming Calls

I have cisco 3620 router which i want to use as a dialup router. after configuring it, the PRI link from telco is up but the problem i faced is that when i dial the PRI number which is 308888 i am getting busy tone. it seams the modem refuses the call. from the trace i took i am getting this cause ( Cause i = 0x80AC - Requested circuit/channel not available).

attachment is the result of the following commands:

sh ver

sh interface Serial1/0:15

sh controller E1 1/0

debug isdn q931

sh isdn service

sh isdn status

any help about this problem is highly appreciated.

Can you send "show diag" and "show run" ?

Router can't find a free modem:

2d22h: CSM incall failed with dchan index=1, idb state=4, sb=0

2d22h: CSM: MODEM_REPORT rcvd DEV_INCALL for call_id 0x83, No modem available

Try upgrading IOS to latest available.
