we have one C1861-UC-4FXO-K9 with software: c1861-spservicesk9-mz.124-11.XW7.bin.
can i download any free SIP client from internet and use it as a softphone client?
do i need any license?

Yes you can do that.
Cisco requires that you have licenses for that also.

Please be aware: CME does not officially support any 3rd party SIP clients. CUCM does, however. Most clients will still work, but it's just not guaranteed.

A. Today third party SIP phones are not supported with CME on the ISR or UC500 series. Customers wanting to use a third party SIP phone even without TAC support need to purchase a SIP Third Party phone license (SW-CCME-UL-3PSIPS= or SW-CCME-UL-3PSIPM=).
So, for example you buy a Linksys phone (a Cisco brand) - if doesn't work Cisco will not support you, but you have to pay anyway $150 for each single-line phone, or $300 for a multi-line.

however i don't understand the story of these licenses?
-when i buy a license, do i get a serial key (for example) that i write some where in the ISR? or is it just a legal way to use phones?
-if i will not buy licenses, will the SIp phones work ?

You only get a piece of paper. CME has no technical enforcement of licenses.
