1841 router with metroE and broadband as backups

i have the broadband on fa0/0 and the metro e on fa0/0/0. is it possible that both of these interfaces are configured for outside nat and can the metro e be set for the primary?

Yes, it is possible. Note for true fastethernet performances a 1841 is not enough.

How would I make the metro e on Fa0/0/0 the primary? it seems that i have 2 overload statements when i pull out the metro E circuit i have to remove the overload statement for that interface to get the broadband cable circuit working.

can you give me info on reducing nat timers?

Make a working config first. NAT timers it's a just simple self-explaining config.

just wondering which statement from the document makes the interface the primary?

The default static route with lesser weight.

(I haven't fully checked the document, it may contain errors for what I know)
