I am hoping someone can provide a solution to support 178 Analogur trunk lines from PSTN to Interface with Cisco Unified Communication System, is there a solution out there ? Except for consolidation of T1 circuits

Why do you say "excpet" ?
Such a large number of analog lines is uncommon in telecommunicaton, to terminate these on FXO ports you would need too many routers, either ask telco to consolidate into T1 or do it yourself with channel banks before connecting to the router, in that case a single AS5400 may be enough.

The Telco has advised that they will no do this.
How do I consolidate these myself? Please provide details on hardware needed?

FXO channel bank, Carrier Access is one maker, there are others.
Note if telco has said they do not want to consolidate analog to digital, either you're talking to the wrong person, or something is very wrong with'em.

I'm not familiar with any provider that will not send a digital circuit as well.
These are the technologies you would be interested in:
T1 PRI
T1 CAS (wink-start / immediate start)
T1 FXO Loopstart / Groundstart
E1 R2
E1 PRI
There isn't a piece of Cisco equipment that would easily terminate 178 analog lines from the provider.
