How to prevent that a shorted soho switch floods and stops the network?

The scenario is that a DLink device was shorted by the same Ethernet cable (human factor..) whose plugs was respectively connected to ports 5 & 8 and the uplink one to a Cisco WS-C3524-XL-EN.This caused a network crash.How to prevent this?Only just with Storm-Control or anything else? Thanks
