The "Is Active" checkbox for DLU consumption

Is there any way to turn the "is active" parameter off (the box, it is greyed out) on all devices and then manually activate only the ones that you want to consume the DLU licenses. The reason I would like to do this is that I am testing an upgrade from 4.x to 7.x and I have 100 DLU licenses but when I use DMA the licenses are automatically grabbed by official MAC addressed devices (over 2500 DLU's needed for all devices). This leads me to another question, is there a report that can be run that shows each device (by MAC) and how many DLU's they are consuming?

Not sure where/what parameter you're talking about, but once a device is configured it consumes DLUs, and when using DMA it's migrated and generates necessary DLUs.

There are no reports for licensing on MAC X uses Y DLUs. CUCM only has a general report of usage.
