Is it possible to have users on the inside interface of an ASA access a service sourced from their inside local IP address by going to the Public IP address (outside)global. I know I can do this on a router, but I haven't been able to get it to work on an ASA.

Yes, this is possible.
same-security-traffic permit intra-interface
global (inside) 1 interface
nat (inside) 1 0 0
static (inside,inside)
