CM 4.13 / Unity 4.04 Call not being transfered to voice mail

Over the past weekend, we opened an new office and I added that office to my CM as full Location/CSS/Partition/the full setup for a new site. But now, when a person calls one of the new phone numbers, it never goes to voicemail. If in CM I force it to voicemail, it goes to voicemail. Also, the user has an Alternate Ext. assigned as it was there old phone number. If somebody dials the old phone number, it will roll to the VM account without issue. I also setup a complete new users with new VM and it never goes to the VM account, but I can force it in CM by checking the VM forward box. I have setup new sites before, but never have had this issue. Any ideas? Thanks, William.
