CUCM - Question about Critical Services and reference for networking work

Yesterday we have some troubles with core network. But this troubles weren't touched everything, only some IP HOSTS doesn't work.

the Question is - during network troubles all IP PHONES were restarted (They didn't switched to SUBSCRIBER) and I saw that all CRITICAL SERVICES on Publisher were restarted.

Can somebody comment me this situation? Why all CRITICAL SERVICES were restarted?

There is no way to tell without going thru the app log and traces to determine what happened
