Intercluster Trunk (Non-Gatekeeper Controlled) Timer question

We have two clusters (one Europe, one in US). We have intercluster trunks (not-gatekeeper controlled) connecting the clusters. Each Intercluster trunk has three far end subscriber IP's entered. We want to ensure that if one of the subscriber fails that the "next" IP/Subscriber will be tried as quickly as possible. Is it the H225 T303 Timer in CCM service paramaters that controls this time? Or is it a different timer.?

Any Ideas? The SRND says default time is 5 seconds before failover to secondary subscriber. We need to lower that time.
