Phone won't switch AP's

We have several 1131AG APs in the building, when a user is roaming with a 7921 phone, the signal strength gets very low, one bar, the call quality deteriorates, and they are standing right next to another AP but the phone won't switch to it until the signal is completely lost from the original AP. Is there a way to get the phone to switch sooner?

Do you have the phone set to use single ap mode?

If so that is the correct behavior?

Ensure the scan mode is set to auto or continuous in the CM.

Also ensure you are using 1.3(3) firmware on the phones.
