Help me, please, with following problem:
There is a CUCM6.1
CUCM <--> GW2821 <<-E1->> PSTN
There are two different extensions for a local calls and calls between cities.
For a local call an IP phone abonent uses 9<tel num>
For a call to another city IP phone abonent uses 8<city code><tel num>
When a user of IP phone receives a call it is dispayed: 8<city code><tel num> (just adds 8 before 10 digits)
how to do on CUCM that the call will display like 9<tel num> if a user receives it from a local city and 8<city code><tel num> in other cases?

I would take a look at these advanced CUCM service parameters:
Incoming Calling Party National Number Prefix - Phone
Incoming Calling Party International Number Prefix - Phone
Incoming Calling Party Subscriber Number Prefix - Phone
Incoming Calling Party Unknown Number Prefix - Phone
This appears to be what you're looking for.

Where are there these parameters in? System -> Service Parameters ?
Should I install a dial plan for my country to use it ?

It is not dependent on a dial plan , you just need to make sure what parameter is used of what type of call. Also it is a glabal setting so if you have a clutser across countries or different access codes for sites then it will not work for you

maybe is there another way to do it ?
something like conditions, for instance, if a caller number is (2822)532123 then display it on phones as 8(2822)532123, but if a caller number is (2800)234412 display it as 9234412 ?
are translation rules convenient for this task?
