VLAN.dat on 6509

I don't have a PC flash card in our 6509 anymore and I'm trying to make VLAN changes. When I do the "dir vlan.dat" command I get "%Error opening slot0:/vlan.dat (No such device)". Is there a way I can specify the location to be nvram:/vlan.dat? I know the vlan.dat file is stored in const_nvram: also.

When I try to add a VLAN I get this error:

Error exiting config-vlan mode 38: NV storage failure

So I'm guessing since I don't have a flash card it's trying to write to something that doesnt exist.

I have this problem too.
