how do I find out what sites were blocked for a specific user without using sawmill or other external tools ?

This could be costly to process, but you can attempt the 'grep' command from the CLI and enter in this regex:

10.0.60.235.*BLOCK_

You can replace the ip address of your desired client ip address or a username.

I know there is possible from cli, or even searching in downloaded logs but I would like to use web gui of my S360.
I think, this will be very usefull to many users. Can I expect that this functionality will be added in future updates ?

It would be a reporting management appliance which is being worked on by PM. Currently no ETA.

Any additional reporting from GUI can affect appliance performance, but a feature request id 39499 already exist for report in monitor to include websites and not just URL category.
