One of our programmers wants to send a short pre-recorded message to our client phone.

It is for .NET frameworks. Have anyone done that before???

I mean I don't really care to use our CUCM system or 3 party vendor hosting service, we would like send to short pre-recorded message out automatically to our client.

You mean something like paging?

If that is the case Berbee Informacast can do that.
