Can the UC520 be used strictly as a voice gateway?

I've got a customer with a UC520 32 user system. They're thinking about upgrading to CUCM BE (please don't ask why). I was wondering if they could use the uc520 as a voice gateway and disable everything else? Any documentation out there on this?
