I want to know if the Cisco Phone SIP 3911 can to work with a different SIP Central VoIP

Please refer to this document:
--> Cisco Unified SIP Phone 3911 Release Notes for Firware Release 8.1(1b)
"Firmware release 8.1(1b) is designed and tested to interoperate with Cisco call control, most notably Cisco Unified Communications Manager releases 6.0 and 5.1. Although SIP firmware is IETF RFC 3261 compliant, it is not supported by Cisco TAC or Engineering for
use with non-Cisco call control systems."
So this phone is SIP compliant, is up to the customer to test it with 3rd party call control. It should be similar as to how you configure a 3911 with CUCM:

Hola!
La respuesta oficial es que no se puede configurar el 3911 con un Call Control que no sea Cisco, por ejemplo el Asterisk. Como mencionan, puedes usar otros tipos de teléfonos como el 7940/60 con un firmware SIP. Hay clientes que han probado el 3911 con un Asterisk y lo han configurado, pero no esta soportado por nosotros y la configuración corre por cuenta del cliente.

Your best bet for a Cisco phone that will interop with other devices are 7940/60s. Most other phones were only designed to operate with Cisco call agents.
