Router# traceroute 208.11.11.105

1 200.22.22.111 60 mses 4 msec 8 mes

2 115.155.22.102 4 msec 8 msec 8 mes

3 62.29.128.1 168 msec 180 msec 400 msec

Each msec time is the return trip time it took to send a traceroute packet to the IP address and for it to be received back.

Each hop (IP address) is tested 3 times hence the reason you see 3 msec times.
