If you're asking about a Cisco network management tool, that would be CiscoWorks LAN Management Solution's Resource Manager Essentials application. It has a component called Netconfig which will allow you to deploy these type of config changes to a large number of devices at once.

Kiwi Cat Tools is quite good, it can do config backups and push commands out to any number of devices.

Obviously CiscoWorks is an option as well but is more designed for a whole lot more so depending on your needs and whatever network management / monitoring software you have available.
