FAC With Differents Levels

I need put a different levels of FAC.

By example

User1.-Local,Cellular,National,International

User2.-Local,International.

User3.-Celular,International

I Know that this I make with Partitions and CSS or with Extention Mobility, but my question is if I make this with FAC, because I know that the FAC with the upper level absorb the minor level

Not with FAC, if you meet or exceed the required level you can make the call

If you have 30 then anything that has 30 or less and can be reached by your CSS can be used. You cannot configure it that if you can reach a level 20 RP not to use it.
