Forexample, now I have Router Pattern like
810.X! for international calls and 80XXXXXXXXX
for intercity calls.
Now, my National provider change International numbering plan to this:
Access code for international calls - <b>00</b
Access code for intercity calls - 0
What is the best practice for this solutioN?
Can somebody provide me right masks for new route pattern?
I suppose to use
00X.! - for international calls
and
0[3-9]XXXXXXXX for intercity calls
Is it OK ?
Please check and give me some advice

Without knowing the whole dial plan and for which country this is, it's extreeeemly hard to tell you if that's OK.
One thing is for sure, one needs to start 00 and the other 0 but the rest of the digits i have no idea
second one with the little info you provide should be 0[1-9]

How I can exlude digit into Route Pattern?
Example [everything but not 0] = [1-9]
Is there any other way to wright this example? Maybe something like [^0]

On your example of everything but not 0 both are correct but slightly different
[1-9] means ONLY 9 digits possible
[^0] means ANYTHING that is not 0 but that is still valid, so also * and # are included (other options are also included)
The most common method is to include only the choices you want (1st option) opposed to negate something.
