I have a cisco 2811 with FXS and FXO cards installed. Analog phones connected to FXS. Is it possible to get FXS card to dial my local telephone line and make out going calls from phones analog phone.

Yes, assuming you have a voice capable IOS. You will need to add dial peers to route calls out the FXO ports.
