Hello,
I have configured remote access VPN on ASA (7.2) with local user database and user connects thru the Cisco VPN Client.
Can the user change their VPN password themselves or does it have to been done by the network administrator directly on the ASA.

Correct, local databse username cannot remotely reset.
AFAIK you cannot age a local username.

AFAIK admin needs to change the pwd for the user directly on the ASA.

So in other words does it also mean that password expiry can not be configured for Cisco remote access VPN clients.

No - password expiry will work, if you are authenticating to a back end RADIUS server, I know this is tru with the VPN concentrators.
The VPN user will br prompted to change the password. BUT if the password has already expired - it's a help desk call!

But I am using local database. Will password expiry work in this case.
