POTS failover dial-peers

I have a PRI connected to the UC500 as primary and 4 POTS lines for failover in case the PRI goes down.

I have these two long distance dial-peers

dial-peer voice 61 pots
corlist outgoing call-domestic
description ** FXO pots dial-peer **
translation-profile outgoing CALLER_ID_TRANSLATION_PROFILE
preference 5
destination-pattern 71[2-9]..[2-9]......
port 0/1/1
prefix 1
no sip-register
!

dial-peer voice 2501 pots
corlist outgoing call-domestic
description ** T1 PRI pots dial-peer **
translation-profile outgoing CALLER_ID_TRANSLATION_PROFILE
preference 1
destination-pattern 71[2-9]..[2-9]......
port 0/2/0:23
prefix 1
no sip-register
!

I wanted to test the failover by unplugging the PRI and making some long distance calls.  For some reason it kept wanting to use dial-peer 2501 (debug voip ccapi inout).  Only way to get it to dial out with dial-peer 61 was to remove dial-peer voice 2501.

Is there something else I need to have this failover to work?  Is unplugging the PRI not the correct way to test failover?

Thanks.  Looks like the command I need is - dial-peer outbound status-check pots

What is the default setting? no dial-peer outbound status-check pots ?
