unity connection 7.1 with CUCM business edtion 7.1

I have already added Unity connection user around 172 user, now when I try to add as user the unity says the following error " the request operation is probhited".

Could please some one light me what is the problem and workaroung for this.

I have lic file in Unity, the problem is the particular enduser does not have CTI enable user, once we did, it works fine.
