I need the agent state to change from ready to not ready after 3 abandoned rings

Commonly called RONA (Redirect on No Answer, or Reroute on No Answer).
IP IVR or CVP? - the mechanism is different.
See IPCC Installation and Configuration Guide for Cisco IPCC Enterprise Edition Release 7.0(0) section 6-6 and 6-7.

Also described in your CVP Guide. As you probably know after reading the previous reference ;-), CVP does this with ROuter Requery and it's a little involved - there are three timers you must sequnce correctly.
