terminal monitor is used to display debug command output and system error messages for the current terminal and session.

While, logging monitor command is used to enable system message logging to all the terminal lines (monitor connections). Different severity levels can also be defined.

Need to know where both are applicable

Ok, Say if you on a telnet session to a device and you want to get the loggin messages on the terminal screen. you can use it for an instance of telnet's connected session, once you get disconnect and connect again, terminal monitor is gone.. its specific to terminal sessions..

If you permanently want the logging events of messages to be displayed in telnet sessions on all lines use logging monitored.

My understanding of these commands is slightly different from the explanation given by Hitesh. Logging monitor is the command that enables or disables sending syslog messages to terminal sessions and sets the severity level of the messages to be displayed to terminal sessions.

Terminal monitor is the command that you use to start sending syslog messages to your terminal session.

So if you wanted to send only informational messages (and more severe) to terminal sessions you would configure logging monitor info. And then if you want to display syslog messages in your telnet (or SSH) session you would use the terminal monitor command.

Note that logging monitor is in the same category of commands as logging console and logging buffered, which enable or disable sending syslog messages to certain destinations and control the severity of the syslog messages sent.
