Unable to edit config in CLI

After configuring a stand-alone 521AP, I am unable to get to configure mode. I can SSH, login and then get to enable mode. However, "configure" is not one of the available options. My list of available options are attached, as is my sanitised config.

Managing the AP though the WebUI works with no problems.

The AP521 is part of the Cisco Mobility Express Solution :(

A. Because the objective of the Cisco SBCS was to create a simplified management system and interface for SMB customers, the CLI is limited to troubleshooting (SHO/DEBUG) commands only and cannot be used for configuration.
